Do parking fines provide the city with profits monthly?

ALBANY, GA -- If you've ever spent time in Downtown Albany, you've probably seen our local meter maids marking your tires with chalk. With parking stalls downtown adhering to a 1-hour time limit, the question was asked, how much does the city make in parking fines per month?
"Well for 2011 we were averaging somewhere around a little over $2,000 dollars, about $2,400 a month. For 2012, we're only averaging about $2,000 dollars a month," said Accounting Manager for Treasury, Ava O'Neal.
O'Neal went on to say that these fines are not in place to provide the city with profits. They are simply in place to enforce traffic laws, and the department is actually encouraged to see a drop in those monthly totals.
