In a 3-2 vote, Dougherty County School Board Members vote to not renew contracts of two employees in what the Chairman calls a 'vote down racial lines'

DOUGHERTY COUNTY, GA -- Updated Thursday, May 12 at 7:30 p.m.

The Dougherty County Board of Education decided to not renew contracts for two high-ranking employees at Thursday night's special called meeting.

The board voted 3-2 to not reappoint Curriculum Director Diane Daniels and Personnel Director Tracy Williams.

Attorney with the school district Tommy Coleman says a code specifically for the school system allows them to revisit this issue at the next regular meeting or within 30 days. According to the code, this is because the board did not have the required minimum of four majority votes on the reappointment decision.

"This code section provides that a majority of the quorum (minimum number of members) can pass any item but it can be reviewed and resending by a majority of the board at the next regular scheduled meeting or in the next 30 days," says Coleman “One would expect that those members of the board who were not there would want to revisit this and perhaps those that voted in the negative would like to resend it and it'll be voted on again is my expectation."

Daniels has a contract that, at this time, will end June 30. According Coleman, Williams is an “at will” employee; he says as of Wednesday night’s decision, Williams was terminated.

Discussion was heated between board members at tonight’s special called Dougherty County Board of Education meeting.

Topping the agenda was the reappointment of school system personnel for the 2011-2012 year. Board member David Maschke made recommendations that all of the contract renewals be passed except for two: the Curriculum Director and the Personnel Director. This passed 3-2, with Chairman James Bush and Board Member Milton Griffin voting against it.

“This was a called meeting and unexpectedly two board members could not be here and of course each person has his or her own right to vote,” says Bush. “I just find it reprehensible that what happened tonight occurred, but this is America.”

Bush says the board will revisit the issue at their next meeting.

The board also voted to table the second item on the agenda for revisions to Charter Renewal Applications for Dougherty International Education Middle School and Dougherty Comprehensive High School.
