LEESBURG, GA (AP) -- A state lawmaker has filed a resolution that would limit the Georgia Board of Regents' ability to raise college tuition.

The resolution filed by Representative Ed Rynders of Leesburg would require the regents to get permission from the General Assembly before increasing tuition and fees at rates that exceed inflation. The resolution calls for a constitutional amendment, which would need a two-thirds vote in both the House and Senate before it could be placed on the ballot in November 2012.

Tuition hikes this school year ranged from about four percent at two-year colleges to more than 16 percent at research universities. The regents, who oversee the 35 colleges and universities in the University System of Georgia, have said they're force to raise tuition because of funding cuts and rapid enrollment growth.
