Suspenct was charged with murder.

ALBANY, GA. -- Albany police make a second arrest in the city's latest murder.  Investigators initially said 29-year-old Robert Lee Williams was only a person of interest in the case.   But after interviewing Williams, detectives say they discovered a number of inconsistencies with his story.  They charged Williams with murder, theft by taking and giving false statements.  Those charges are in connection with the death of 19-year-old Justin Cox, whose body was found floating in the Flint River two weeks ago.  Cox died from blunt force trauma to the head.  On Tuesday, police arrested 20-year-old Kasaem Toomer.  Investigators say Toomer confessed to killing Cox when the two got into a fight October 3rd.  Two Turner Job Corps students found Cox's body a couple of days after the murder.  Toomer and Williams made their initial appearances in court Wednesday.  Bond was denied for both men.
