(AP) -- A recount has given a former city council member a one-vote victory in the race for mayor of Royston, one of two such contests resolved that way in Franklin County.

Franklin County elections supervisor Sandy Phillips says the initial count Tuesday showed a tie in Royston between former city councilman David Jordan and Mayor Bill Stewart. 

Phillips says a recount and a provisional voter who came back with proper identification gave the race to Jordan, 225-224.  In nearby Franklin Springs, a recount gave Mayor Brian James a 119-118 win over challenger Lee Moore.

Phillips says the machine that counts ballots failed to read one cast for James on Tuesday.
