It was part promotion and part celebration at the MCLB.

The top ranking official in the marines, Commandant James Conway flew in from Washington D.C. to promote Willie Williams.  Lieutenant General Williams served as a commanding general in Albany from 2005 to 2009. Williams choose to hold his promotion in Albany because of his positive experiences and the importance the MCLB has to the Marine Corps.

Lt. Gen. Williams will make history as the first African-American Chief of Staff and the second lieutenant general in the Marine Corps.  Williams says diversity in Williams' leadership will make the Marines stronger.

"Those who were leading don't come from a single race or a single ethnic group.  They come from all races and all ethnic groups so we should have representation from all of those racial and ethnic groups as well" said Williams.

Williams will work out of Washington D.C.
